BNWLA filed a writ petition on the grounds that protection of law is a fundamental right of every woman and child residing in Bangladesh. Absence of adequate laws and the lack of implementation of existing laws including Nari O Shishu Nirjatan Daman Ain, 2000, Jatio Tathya O Jogajog Projukti Ain, 2006, the Paribarik Sahingshata (Protirodh O Shurakkha) Ain, 2010, the Pornoghaphy Niyontron Ain, 2012, Manab Pachar Protirodh and Daman Ain, 2012, judicial interventions, very slow progress of various policies violates the fundamental rights of the petitioners to get protection under the Constitution.

The Court issued a Rule Nisi upon the respondents to show cause as to why they should not be directed to conduct a comprehensive study in order to review the implementation of existing laws and legal framework of Bangladesh providing women and children protection from sexual offences including stalking, harassment, rape along with pornography, blackmailing, murder, cyber offences etc., report the findings of the study to this Court and take necessary measures to ensure adequate legal protection of women and children.
