The High Court issued a Rule Nisi calling upon the respondents to explain within four weeks why extra-judicial killings in ‘crossfire’ or ‘encounters’ by law enforcement agencies should not be declared illegal and why departmental and criminal proceedings should not be initiated against those responsible for such killings.
