Facts
The Invitation for Bids for Health Care Services issued by the Ministry of Health and Family Welfare on 21.04.2008 stated that sealed proposal were to be prepared in English by eligible countries, which was in violation of Articles 3 and 23 of the Constitution and section 3(1) of the Bangla BhashaProchalan Ain-1987. Being aggrieved by and dissatisfied with the aforesaid Invitation, BLAST filed a Writ Petition against the responders for the violation.

The Court issues a Rule Nisi on the Respondents to show cause as to why the impugned Invitation for Bids issued by the Ministry of Health and Family welfare should not be declared to have been done without lawful authority and why the Respondents should not be directed to take necessary steps for complying with the provision of existing laws.
