The petition was filed based on the news published in the daily Janakhanta on 05.01.2001 about women of the Surat Union Parishad who were being prevented from casting votes according to their will, which violated their fundamental rights under the law.

The Court issued a Rule Nisi upon the respondents to show cause as to why they should not be directed to make effective propaganda and publicity work in 12 villages of Surat Union Parishad within District Jhenaidah specially by holding a meeting with the concerned women to make them aware of their voting rights and the necessity of casting votes, and also to make the male members of the villages aware so that they take their wives, sisters and other relatives to the voting centers on election dates.
