The Election Commission undertook a project for preparation and distribution of Voter’s Identity Cards, which were prepared and issued to voters. The project was approved by the Executive Committee of National Economic Council (ECNEC) and the period for completion of the project was extended a number of times, but at a final stage, the ECNEC, headed by the Prime Minister, refused to grant an extension and decided to stop the project.
The High Court issued a Rule Nisi on 07.09.1998 on the respondents to show cause as to why they should not be directed to prepare and distribute voter ID cards within a reasonable period or before the Pauroshava elections in September, 1998 and why the decision to suspend the distribution of voter ID cards should not be declared to be without lawful authority.

Therule was discharged for non-prosecution, after the Government recommenced the preparation of ID Cards and ensured their distribution to all eligible voters.
